nope, its a material that you apply to your door panels and trunk area or wherever really. it prevents sound lost through the materials so your system will sound louder and better.
there are cheaper ways of sound deadening. you could use peel n seal. it's very cheap and it does get the job done. Applying it isn't that hard, you will have to take off all your door panels though.

If not, should I spend less money on some Kickers instead so I can get a better amp?
you dont necessarily need awesome speakers in the back, you want your sound to come from the front of you so your rear speakers dont matter as much.

Ok. Any amp suggestions? Also, when I hook these speakers up to the amp, can I adjust the power to each channel?
do you have any amps now? do you want them to match? or would you like a big amp with up to 5 or 6 ch's?
Well I guess I had selected this Kenwood (( http://www.sonicelectronix.com/item_11795_Kenwood+KAC-9104D.html ))to drive the two subs, but I'm still open to suggestions and if a 5 to 6 channel amp would work better for the money, I'd be glad to look into it.
http://www.sonicelectronix.com/item_11791_Kenwood+KAC-8404.html I just didn't think that this one had enough power to push those Polks? That amp puts out RMS 50 x4 @ 4 ohms and those MOMO Polks are 125 RMS.
