I'm building a 4cuft box tuned to 31hz for two eD 13Ov.2s and i'm using 4" ports. My question is, in winISD I have it set to two 4" inch ports and it says 14.78", so does that mean I want both ports to be that long or both ports to be roughly 7"?

Yes, both ports need to be 14.78-inches long.

haha nope, damn chevy aveo is TINY. I got everything cut out except for the port holes and it is my first box so dont expect anything spectacular;). I am confident that it will be a rock solid box though. What are your ideas for bracing? Really the box is something like 4.03cuft so there might be some room.

bracing??? glue some 3-5 inch wide strips of MDF connecting parallel boards

not along...spanning from the center of the boards to the opposing sides.

yes...the center of the boards are more likely to flex than near the corners
