Here is what I got in a email today

KCK Police Issue Tickets for Loud Vehicles

April 16, 2003 -- Loud radios and modified exhaust systems in some vehicles have prompted residents to complain about the noise for years, but now Kansas City, Kan., police are doing something about the problem, KMBC's Emily Aylward reported. And other cities are also considering the problem of excessive noise.
"They (residents) are making legitimate complaints about the noise ordinance, and we're out here to enforce it," said officer Tommy Lee, who was out Tuesday citing drivers for excessive noise.

Kansas City, Kan., police now have handheld noise-measuring devices that they are using to monitor vehicular noise.

Although publicized, not every driver is aware of the ordinance, Aylward said.

Richard Castaneda, a motorcycle owner, was surprised by the crackdown.

"With the little import cars, you hear that buzz -- it sounds weird -- but I never thought they'd be writing tickets out for it. That's strange," Castaneda said.

Although Castaneda's bike doesn't make much noise, he said he would like a louder machine.

"And if they write me a ticket, then I'll know to calm down from there," he said.

Capt. Rick Hartzfeld of the Police Department pushed for the new noise monitors. He said residents are already noticing a big difference in the noise level.

The department has two handheld noise monitors, which cost less than $1,000.

Since Monday, when the department starting using the devices to issue tickets, only a few people have been cited, Aylward reported.

But other cities are also looking at monitoring noise. Engineers in Lenexa are conducting a noise study to see if large concrete walls would help block highway noise from surrounding neighborhoods.

1> What is the dB threashold,
2>How is it tested (A or C Weighted),
3> From what Distance,
4> any time Restictions,

hmmm...i am just close enough to drive up there and get me a ticket. Its hard to judge how loud your car is when your inside. I drove by 2 sheriffs last night at about 3am and got nothing, even when i rolled the window down as i was passing him.

Im actually trying to get a sound disturbance ticket....i need something to frame in my office here to say "hey, the system in this car cost $1100 installed and the cops pulled me over for being loud from a block away." Its all about the advertising, and living in a small town half the people will know pretty quick about it.
